SummitET National Policy and Planning Expert Scott J. Glick to Present at National Homeland Security Conference

Scott J. Glick, Summit Exercises and Training LLC (SummitET®) Vice President and General Counsel, will be presenting at the National Homeland Security Conference (NHSC) in Cleveland, Ohio, that will take place July 11-14, 2022.  Glick, who previously was an international terrorism prosecutor with the U.S. Department of Justice and served as its Director of Preparedness and Response in the National Security Division, will be discussing how law enforcement and consequence management officials can integrate their operations during “left of boom” terrorist threats.

The NHSC, which was originally conceived as an information sharing opportunity in support of the Urban Area Security Initiative (UASI), brings together professionals in homeland security, law enforcement, and fire and emergency management. The HNSC provides an opportunity for officials from federal, state, and local agencies, as well as representatives from nonprofit agencies, businesses, and universities to discuss emerging trends in homeland security and to see leading-edge equipment and technology available to support their missions.

Expert Session

Glick’s presentation will build on the article he wrote in 2020, Preparatory Consequence Management & Weapons of Mass Destruction, and his panel will also include Kasey Salway, the FBI’s WMD Directorate’s Unit Chief for the Strategic Partnership Unit, and Steve Chase, a Program Scientist in FEMA’s Response Directorate in its CBRN Office. The panel will be open for discussion and will also have an opportunity to be ranked “Best in Show” by attendees using the NHSC app. In support of the UASI’s emergency management needs, SummitET leverages global experience and public, private, and military subject-matter expertise to provide counterterrorism, weapons of mass destruction (WMD), and Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) exercise and training support. Integrating Preparatory Consequence Management and Law Enforcement Operations During “Left of Boom” Terrorist Threats Excerpt

“Mother Nature” does not care if the nation is prepared for a hurricane. However, if the government is aware of a terrorist threat, but the public is not aware, and the government conducts highly visible preparatory consequence management operations, an alerted terrorist could change tactics or attack a different target. To avoid this potential “no-win” scenario, Response and Prevention Mission planners must consider the unique and complicating factors that can adversely affect their respective mission’s success during credible terrorist threats, particularly those involving a weapon of mass destruction. To bridge a gap in national policy and planning guidance, this presentation will propose a new way that officials across all levels of government can cohesively integrate preparatory consequence management operations and law enforcement operations during “left of boom” terrorist threats to maximize the ability to stop the terrorist and minimize the potential consequences of the terrorist’s actions. Misinformation is false, but not created or shared with the intention of causing harm, while disinformation is intentionally created to mislead, harm or manipulate a person, social group, organization, or country, and malinformation is based on fact, but used out of context to mislead, harm or manipulate. Distinguishing misinformation, disinformation, malinformation and credible information is critical to stakeholder understanding regarding the impact of the crises and emergencies. Attendees will learn to equip themselves with effective tools, knowledge, and resources that do not impede the free flow of reliable information. 

 

Communications in a Radiation Emergency – Things to Consider as a Radiation Professional 

Words have meaning, and subtle shifts in the language we use can have a large impact on the message that’s being delivered and the perceptions of the receiving audience. This is especially important when speaking about topics that may cause anxiety in people…such as radiation. Practice tips from Certified Health Physicist, Steve Sugarman, to effectively communicate the differences between such things as exposure and contamination. While the differences in various concepts may seem simple to a health physicist, they can also be a primary driver in emergency response.

SummitET Develops Virtual Communications Training Solutions for Power Plants 

Summit Exercises and Training LLC (SummitET®) has developed a virtual communications training solution specifically for Nuclear Power Plants and offsite response organizations. Training and exercise requirements have become a challenge since the response to COVID has many people working remotely or unable to train in-person. 

To meet regulatory requirements as outlined in 10 CFR 50.47(b)(7); 44 CFR 350.5(a)(7), emergency preparedness and response training and exercise activities are conducted to ensure public education and information meet planning standards and evaluation criteria. Due to the inability of many nuclear power plants and offsite response organizations to hold in-person training and exercises, this requirement calls for an alternative approach. According to NUREG-0654/FEMA-REP-1, Rev. 2, “Alternative approaches provide an opportunity for state, local, and tribal governments, applicants, and licensees to meet the planning standards in a manner that is different from what the evaluation criteria recommend…”  

COVID-19 has presented challenges in meeting training and exercise requirements since many in-person activities are not an option, however, a successful pivot from in-person to virtual engagements will allow nuclear power plants and offsite response organizations to continue to meet customer’s mission requirements.

SummitET Honors Decorated Air Force Colonel and Counterterrorism Director through Johns Hopkins University

John Duda, SummitET CEO, and Summit Exercises and Training LLC (SummitET®) has founded the Patrick F. Daly Simulation Fund at Johns Hopkins University. This 5-year gift will allow approximately 150-200 students at Johns Hopkins Krieger School of Arts and Science to participate in emergency management simulations during the 2021-2026 school years. This gift honors the late Colonel for his service to America through the U.S. Military, multiple federal agencies, and the White House. SummitET’s gift fully covers the cost of two emergency management simulation exercises per year for the next five years.

“This extremely generous gift will allow our master’s degree students the kind of experiential learning that prepares them well for their careers in national security,” said Kathy Wagner Hill, Director of Center for Advanced Governmental Studies at Johns Hopkins University.

Colonel Daly was a B52 command pilot with over 5,000 flight hours and the recipient of two Distinguished Flying Crosses. The Air Force Colonel, Retired, held various senior counterterrorism positions within the Pentagon, the Department of State, the White House, and the National Nuclear Security Administration. Daly, who passed in 2021, was a true patriot who made it his priority to make the U.S. a safer place.

While working for the Department of Energy’s Office of Counterterrorism and Counterproliferation, Daly was known for his keen subject-matter expertise and ability to bring people together. Daly left an indelible positive impression with those whom he worked with.

The first simulation is scheduled for spring 2022, entitled, This Side of Paradise:  Great Power Competition in Africa, is creating a buzz of excitement among Global Security students at Johns Hopkins. The spring simulation will focus on the power struggle taking place in Africa and allow students to assess the competing interests of regional and global competitors.

“I think Pat would be humbled and honored by this program,” said Duda. “These simulations will really benefit students and give them a chance to prepare for complex security challenges that exist around the world.”
